That picture is in the format of a GIF. That stands for Graphics Interchange Format. Some useless information.

Basically you need a GIF Animator to make them. I've always just used ImageReady with Photoshop or Paint Shop Pro just cause I already had those programmes but they're complicated and I'm sure there must be much simpler GIF Animators.
